So basically, a local "Cortana", that's a great idea. I would like to join the development, may you tell me how much Python do I need to know before helping with the project?

Not particularly much Python is needed to join, as there's a wide range of potential things to contribute to. If you know lots, you could contribute to the main bits of Blueberry itself, and if you know less (or just feel like doing other things) you could make a Core (whatever voice-based app you want)
