So to cut a long story short, basically, the reason why the Welsh flag isn't in the union jack is because in the 13th century, Wales was conquered by the Kingdom of England (Just England). Then in 1606, England and Scotland joined to form Great Britain, however, by 1283, Wales was annexed by England, thus resulting in the Welsh flag not being included in the original design for the union Jack.
