if you go into the army edit screen where you can change name and banner, you can click the 'state' button, which labels batallions by state, so when you scroll down and click the menu on your line infantry it will say '27th Bas-Congo Line Infantry' or something, so you can delete all non capital divisions

@@kristibbs-lg9gy at 8:01 - the notepad button right next to the return button, click that, and in the edit army screen you should see "base on -------- culture / state". Click the "State" button as armies default to culture. Then, still at 8:01, click the drop down menu right above 'mobilise'. Every battalion should be named by the state they are based in and you can delete from specific states.

In order to complete corn laws you need to enact Free Trade. But by the point you are even able to enact free trade, you already have all the laws a market liberal can give you.
