Probably bcuz Japanese is one of the languages having many syllables and complex sentence conjunction to provide message... and maybe theres a rule for dubbing needs to be slow speaking, clear enough to get listeners make out the context easily. Silent gaps between sentences in jp dub also quite long compared to the others. Korean as a similar language besides Chinese in Asian language category, the pacing isn't as slow as jp does in general. If you use jp dub the difference of their speak pacing in dialogue and cut scenes are very noticeable. Personally I feel if jp dub speaks in 1.5x speed would fit whats happening on the screen during dialogues much better.
