San Andreas is arcade-y, adding extra graphics is fine, extra gameplay options is also fine. The physics is the primary essence of San Andreas' gameplay... _In my opinion._

For gameplay, Urbanize and Busy Peds are amazing for adding NPC day-to-day life, they can now be seen playing sports, reading newspapers, cleaning streets, delivering pizza and more. I'd also recommend cutting back on all the extra visual detail and instead opt for lighting mods like SkyGFX and Project 2DFX (my personal favourite). The Parallax Interiors mod also looks great for seeing into windows.
