That's just how it is in gatcha. Sometimes you get a 5 star ultra rare shiny Gardevoir, sometimes you get a 3 stat common sunkern.

Personal lore for this is that becoming a Pokemon Trainer became so popular that it led many Pokemon to become scarce in their natural habitat. Catching Pokemon yourself now requires a proper license and most routes are protected land so that the native species can thrive. Owning a Pokemon does not require one of these, but to remove them from their natural habitat you MUST be authorized by the Pokemon League to do so. Of course, the company behind Pokemarts immediately jumped on this and began selling Pokemon directly to trainers. Pokeballs used to be their best sellers, and after the heavy limitations on Pokemon catching, they found themselves dropping rapidly in profits. As evidenced by the casino, selling Pokemon has never been illegal, it was just always more profitable to sell the balls themselves and to allow trainers to do the work. Now that catching Pokemon requires extensive testing, training and licensing, very few people have access to actually catching Pokemon, and prices were able to be manipulated by their scarcity, allowing for prices to jump. The mart never stopped selling Pokeballs, they are just unauthorized to sell them to unlicensed trainers.
