About BEWARE:
Beware is currently in early development. At the base, it's an open-world driving simulation where the player embarks on a long journey of information-gathering through exploration. One of the gameplay elements are intense, 70's movies style, car chases with challenging AI opponents. There are stealth element too where you can avoid being detected and explore the world undisturbed.

I have a few interesting ideas of some thing going on in the game. Number one, the basic background of the character. If I had to take some kind of guess, I would have to guess they are or were a mechanic, the reason for which is part of my second point, the fact that all the modern looking cars don't actually move. I believe that these cars were driven through some autonomous driving system that got shut down once this all began, meaning that the only way to travel was with significantly older cars (the in game cars, both the one you drive and the AI drive are all based on cars from the 60's or 70's). So people like the goons have basically rounded up as many of these older cars that they could find running and fixed them up for their own use. This is were the character comes back in, as I think they found an old junkyard car that the goons figured the could never make use of, salvaged as much as they could from other older cars they found, or pulled some parts from the newer ones, and made the car as a last ditch effort to break free.

I may be two years late but here's an extension of your sick-ass theory, and that is that the goons work for the dam company which purposely shut off the power meaning all the electric, automatic cars became useless. The only cars that remained where gas powered, explaining all the caravans without vehicles to tow them (electric cars likely can't pull heavy caravans long distances) and the power company attacks anyone who comes to repower the city at the dam. The bus, somehow, is electric and is still powered (backup batteries?) And uses the lasers to "see" and take the few people left around. The dam company also owns the mining tech and hence the electric, massive, sensor-covered transport trucks use them to prevent people coming to the mining stations for potential power. But, the gas/refinery company, rivals to the dam, still attempt to power the city (hence the lighting, and connection to the final part of the game which is full of cars {I'll come to that later}) and have the two much higher tech security cars armed with the claws. In the final part of the game where we see all the cars it's where all the people tried to get to since the refinery provides power there. But, the massive dozer/wedge car is sent from the dam company to cause havoc (hence absence of people). I think it was sent by the dam company since it seems more primitive/brutish then the refinery vehicles, rather then having fancy claws, it's just a fucking cheese wedge that hits things really hard if they show any signs of movement whatsoever. The old man worked for the refinery company and was chased away by the dam company leaving his wife behind. I'm unsure of the car that leads you to the parking garage and the child in the fish-suit. Something along the lines of you're a person in a car in a region of Russia, and you're trying to drive around and complete various tasks. There are other drivers on the gloomy roads, and some of which are these mafia-esque goons who control the power station at the dam. These guys are the main antagonists in the game and try to stop you from leaving. They're the chaps who keep driving like nutcases and killing IGP.
