That split timeline ability is very similar to that part in the titanfall 2 campaign where you swap between two different timelines in a building, one from the past and one from the present.

imagine if alter had that "split timeline" ultimate, you use it, you go in with your active and your clone stays behind, and at any point you can now leap into safety, heal (if it shares health), then hop back in if your allies can confirm that you aren't being camped in that spot, or place 1 clone on the low ground, use your ability to go to the higher ground, and now you can freely switch between chasing enemies on low ground and defending on high ground

The riot shield concept was likely reused as shield-boy's (forgot his name) passive. Given how it limits you to walking and defending, it made sense that you should also be able to use it whilst reviving and downed ally.
