Many years ago, my Dad worked for an Irish newspaper. Once he got talking to the paper's Balkan correspondent, who had actually visited Tirana a few times (Ireland being neutral probably helped). One interesting vignette involved the Albanian Secret Police (Sigurimi). Like all intelligence outfits its members passed themselves off as Police Detectives, or Government Inspectors or similar but the Sigurumi always called themselves Librarians. Although the country only had a handful of libraries with just the complete works of Enver Hoxha on offer it was crawling with Librarians. One of the perks of the job was a pair of genuine Italian leather shoes, which was only a pipe dream for the general population. But the country was so poor its Government could only afford the cheapest available which invariably squeaked. So if you were walking down a street in Tirana and suddenly heard a squeaking noise, you knew a Librarian was following you! This sounds funny from a western perspective but not if you were one of their victims of course. I never found out if this tale was true though.

As for today basically the state law rules everwhere but like i mentioned some remote hillbilly ass places use it to justify revenge for the death of a family member for example since „eye for an eye“ is allowed in the kanun. You stating Hoxha liberated women and raised the literacy rate from 5% is a bit misleading. The emancipation of women actually started with the 1929 Law Code, enacted by King Zog, which legally made women and men equal, gave women the right to inheritance, and banned arranged marriages. Zog also banned the chador in 1932. Literacy when Hoxha took over was roughly 20%-25%. It reached its peak before that at about 30% in 1939, at the end of King Zog’s reign. Zog was the one who raised it from 5% (which was the number in 1925)

Actualy the Kanun is much older than that, likely steming from pre roman times. Also, it was used up untill 1950 and certain things in it are still followed. It actualy is pretty egalitarian (apart from the womens rights of course), since there is no distinction between commoners and nobles. Also it lead to thousands of jews beeing saved during WW2, since hospitality is very important in the Kanun and you have to protect your guests no matter what.

i would say if u curious you better visit Albania in summer for its nice beaches, good weather and good food ... of course you are not able to experience all the fun stuff in this country with only a 2-3 days stay ... i would say a 10 days trip from the north to the south of the country with, some stops in between, would be the best to do. Start from the alps by visiting Theth National Park, very beautiful, then maybe the most unique cities like Skodra, Korca, Tirana the capital for some nightlife and shopping malls, also while in Tirana u can go up Dajti Mountain to have a meal in some of the best restaurants there, then maybe Berrat (the city of 1000 windows, named like that cause of the unique way the old houses were build, the name will make sense when u see it) then maybe the coastline around Durres city ... with caves, old castles near the sea, very photogenic ... and then u can continue the road to the south with similar stuff to what i mentioned before ... there is a lot to uncover in this country even tho its very smol it has a long and deep history and usually the locals are nice to tourists ..so u dont really have to worry much ...i would recommend u do that with a tourist guide or u read a ton beforehand to plan everything out cause as i said this county can offer u a lot if u are willing to give it a go ... and yeah it has its problems but its more a locals problem rather then a tourists that just visits the place for a few days haha ..well i hope i could at least make one person interested in Albania, that would be nice :)

Love Albania. If you are a poor person (like me) you can enjoy some of the world most amazing experiences on a very small budget! You get a riviera as good as any Greek or Italian coastline, you get amazing culinary food and you get lots of cultural and historical buildings that are very unique compared to other European nations. It is a gem. The nation needs to focus on promoting itself as a touristic attraction because it has a really good coastline, nice food culture, nice mountains that are good for camping or skiing and could become a cool hippie or hipster trip destination for those on a budget! Eventually with that tourist money even more infrastructure could be built to help the country prosper and develop more too!

Funny story. I visited Albania quite some time ago and back there I almost caused an very bad incident. I was chillin' with my friend on a some random big castle on southern part of that country and on those narrow roads when we started walking down. Next we see a big police bike coming up on the slope turn and he tries to avoid us but crashes that bike on the wall and we start running towards him to help aaand behind that police is a EU agricultural minister in his car coming up and police tought we were there to steal his kidneys... Luckily we defused the situation and was allowed to keep one of our kidneys in turn. Fun place.
