I'd say depends on the match up where you need the Q slow to chase or peel yourself

E max makes farming easier and sustained damage better but now you have no wave clear or burst damage. It's always something with kayle and then riot buffs W of all things like that is going to do anything.

I always E max in top lane, easier for CSing under tower and with PTA I can auto auto E for quick small trades
