What you can do is go all the way down to volunteer only. Let the conscription law finish demobilising, and then up the conscription law to limited conscription again. Since casualties don't actually reduce your population, you will end up recruiting men out of thin air. As for industry. Build an empire by invading South American countries and other countries that won't join a faction, building in them and thereby expanding your own industry. Marines will be essential as well as making a decent navy, you can usually pump out terrible battleship 1s with maximum guns and best fire control+radar and nothing else (use battlecruiser 1 armour and engine 1). That shore bombardment bonus can go up to a maximum of 25%. Just set the task force to never engage and enjoy a free bonus for the rest of the game. It's only 5 dockyards too Make space marines too. 9 infantry + 4 medium tanks will blast through anything the commies can conjure up. Go crazy for armour and soft attack. Having more armour than the enemy has piercing is a 50% reduction in damage which is huge for an infantry division. Make mountaineers too since alot of Italy is mountainous. Since you're never going to beat the commies in numbers, you must make up for it by having the best of the best tech and templates. I mean everything like support flame tanks, armoured recon, special forces + special forces buffs and railway guns. Railway guns and battleships can end up giving the enemy a - 35% modifier to their attack and defense on coastal tiles. That is enormously good. Flame tanks give you huge bonuses to attacking certain terrain as well.

I think you need to change the rule set to declare war in south america early, because you can not manually justify war goal before the WW2 in this mode by default. However, different ideologies also has limit on wargoals, depends on the world tention. For some ideologies, you can only justify wargoal till 75% world tension, which is the threshold for the breakout of WW2.

This is why I feel this tree is kind of lacking. You have to be patient when you aren't really able to do anything so you can pull the Entente into WW2 at a better time because otherwise you can start it immediately and screw the Entente over really early.

Yep having only a few dlc makes the game so shit and disjointed. Like core functionality it missing
