Try it with an ssd instead of hdd. windows uses your ssd or hdd as virtual ram when your pc runs out of physical memory. It should be smoother and framtime graph should have less spikes with an ssd

It runs at 25-35fps in 720p with a 2GB GT 1030 (low profile), sometimes higher, but there are a lot of loading screens during gameplay because of my CPU.

@@Gameplayicu This game requires more than a 2GB graphics card; even my GTX 1650 struggles. There's a significant difference between tolerating 20-30 fps & genuinely enjoying the game at 60 fps.
