Lobbies dying off to 10 or less teams in round 1 has to change. One idea, "throttle" damage and shields during round 1 and 2. Weapon damage during round 1 is at 50% of max and blue shield is the max armor, round 2 weapon damage increases to 75% of max and purple shield is unlocked. Round 3 weapons at max damage and Red shield unlocked. Increasing the TTK for early rounds (1 and 2) may help keep a greater number of teams alive for later rounds. Right now off drop, if you grab Purple armor and a R9 or PK you simply full send any team that landed with you.
