He was prevented from doing so by a bitter women who was upset by the reality of the situation (and a bit stalker-ish as well. As he said, he initially wanted her coworker but she kept his number for herself). What she did hurt him, but hurt their daughter far more.

Same thing happened to my brother. He tried so hard to see his daughter and even took her to court to get custody of her, but the mother of the child was spitful and tried her hardest to keep my brother away from his daughter. Eventually he did meet his daughter years later when she was 10 years old. But a couple of months later my brother passed away. It breaks my heart that my brother didn't have more time to spend with his daughter. But i'm glad he finally got a chance to see her and build a loving relationship with her. Now me and my parents still keep in contact with my niece and still love her.

My cousin was told by her attorney she wouldn’t be able to adopt her without either A) getting him to sign over his rights or B) running notices in newspapers in the city where his last known address that list his and and tell him about the intention to adopt.
