The primary reason home insurance isn't affordable in Ca is because every year with the fires, caused so frequently, by PG and E and their lack of updating/maintenance and or being held accountable for the financial damages they have been responsible for for decades. Now, after so many years of reaping huge profits and paying even larger bonuses to their CEOs, they continue to avoid paying for the damages because they can just pass the buck onto the insurance companies and the public. No, not all fires in California have been caused by downed power lines and things like that, but a much higher percentage of them have been than have not. Of the most destructive fires in Ca, more than half have been linked to or caused by power companies.

I live in a city in a country where there are regular township fires. The city sponsor the volunteer firefighter and encourages you to grow indigenous vegetation. The city has an average during summer of 120 plus fires a day. In the poorer township areas a fire often destroys 250 of more small homes. Within a few hours the city supplies simple home replacement kits so the residents can self build. The city area is about 80 % of the size of the state of Connecticut.

It might make sense to have larger multi-family buildings that have the ability to deal with holding the water to deal with putting the fire out for a given building. The problem is that water will go bad so it will probably need to be drinking water used over time with replenishment per day. That, however, will be a lot of water.
