In this exact case Marshal Ye is considered accomplished and competent, after all he is a Marshal. So he is compared to a Tiger. Now his daughter managed to solve the case in the game (with your help) without issue. As such the Prefect also considers her competent. So she takes after her father. And that's what the saying is trying to express. An accomplished Marshal (Tiger) will not have an incompetent daughter (Dog) but rather also a competent daughter (another Tiger). It's essentially a lowkey compliment saying "you take after your father (in a good way)"

I find it easier to scam/gamble for money is by betting with the house against the other gamblers. That way the dealer would make sure the dices go my way quite often rather than the others who would make them lose more money. Fiction imitate life, i guess.h
