He could have killed anyone and leave his parents alive. Alone they wouldnt be able to start any war. He could do a lot of stuff without killing them.

Just to point this out: Itachi was 13 or 14 when he killed his clan… he was a literal child forced to take on the burden of an adult, and his clan. Manipulated by adults he thought were going to help him. He became a scapegoat for not only the Leaf but for the clan whom he had been born into.
