The impact of local Governance on traffic flow

The MMDA keep removing the illegal sidewalk car washes around the busy port area, but somehow they keep getting reinstalled, right under the nose of the Barangay.
The operators of the car washes even took steps to make it harder for the MMDA to remove them, by mounting the lights higher and cementing the coin-operated machine into the wall.
Aside from the traffic caused by illegally parked vehicles visiting these car washes, there's a lack of proper drainage, which can damage the road and lead to pollution problems.
I guess this highlights why we’ve seen news articles about the DILG potentially taking a renewed focus on the clearing operations and talking about holding local units liable for failing to maintain the clearing efforts of the MMDA.
