And officials execute policies and laws but since you don't know government itself is promoting Hindi and asking every office to do as much work as possible in Hindi. I work for Indian government and our officers can read and write English. Speaking a foreign language becomes difficult for those who haven't studied in English medium schools and when it comes to courts one has to express himself flawlessly and courts have translation department, why are they even getting salary? Anyways, many countries have just realised including Spain that work can be done in their own language in much better way. Sooner or later we will have policies for promoting local languages than British language. In CAG they have made compulsory for DAs to learn the state's language where the officer is posted. IAS/IPS generally learn local language because they have to interact with locals not British slaves on day to day life.

The Counsel for the IAS officer has rightly said that he has lack of expressiveness which is not acceptable from an IAS officer. Being an IAS officer, he must have good communication skills. A bookworm can't run the administration efficiently. Hindi is important but english has become part and parcel of the official communication and one can't ignore this fact.

When UPSC is conducting the examination in Hindi language, taking interview in Hindi language, giving training in Hindi language. How is the officer at fault here?? This judge didn't allow his lawyer to present his side and wanted the officer to speak everything. He could have said everything in Hindi but he was not comfortable in English. It is often possible that that the complainant and the judge don't speak the same language. And that's why there is a provision of legal counsel.

Well i will say that him being an educated officer. He must have understood the constitution of India now constitution of india recognises both hindi and English as official language along with many others. Now this guy must have understood it and if he knew that his posting would be in such a case where his vernacular language is not used i would say hindi. And he is posted in bengal he is either supposed to know bengali or a common mode of communication being English. There's a reason why orders of the court are in English so maybe they can reach the common people. The problem is your argument is based on EGO and yes i do agree that a translator should be there but isn't he supposed to know this being a citizen who should be upholding the constitution? @@KingsonKeshav you're correct. The judge was clearly arrogant. This is why we have so many pending cases, cause our judges too busy with trivial matters and wasting time on none issues. Our judiciary system also needs a major overhaul. There are lots of absurd laws and regulations in India which have no relevance in the modern day.
