It seems like individual transmitters in the U.K. have/had limited reach compared to full-power TV and radio stations in the U.S. transmitting at similar frequencies (at least prior to the U.S. conversion to digital TV, U.S. VHF TV stations could, if a full-power station operating at maximum permitted power, cover about a 60-70 mile radius from the transmitter site unless there were mountains or other signal obstructions, and a U.S. full-power mediumwave/AM radio station operating with 50 kW of power can cover a few hundred miles around the transmitter site in most cases in the daytime and much larger areas at night).

The UK TV transmission system is UHF only whereas the US uses VHF and UHF, VHF giving a greater range than UHF. UK AM transmitter power is higher than the US, the main reason being our proximity to Europe with high power AM transmitters that we have to do battle with.

Why did it take so long for Channel 4 to reach all transmitters when S4C transmitters were all virtually up and running from day one ?

From how I understood the Channel 4 transmitter set-up, there are relatively few transmitters that needed to be upgraded for the new service to cover the country in comparison to the rest of the UK. I also think that as it was a service for the Welsh language that it was important to have the entire country covered as soon as possible rather than having a patchwork of areas that were covered, maybe for viewers, maybe for advertisers.
