Im so happy i got this ending for my first run! Never knew i could place guards and it could actually prevent any casualties during riots. Im gonna try one with becoming the captain soon. Thanks for the vid!

So I ended up building my residential districts with a boiler hub on the cliffs next to the skyway in Winterhome. Worked out really well.

It does, yes. They call it 'Utopia Mode' and you can build with different modifiers such as an end goal and other factions for the council.

From my understanding the bottom votes are npc, top votes is twitch chat. The bottom vote is not the total vote.
