If the stresses are smaller than the yield stress, that means the plates/members can resist the buckling ? So is it allowed to have a buckling factor < 1,00 ? of not, why not ?

The buckling factor can be any positive rational number. If less than zero - no buckling

what to do if the buckling factor is coming "zero". is it wrong connection design or some command is missing/incorrect?

It really depends on a specific model, but generally speaking, there probably would be some problem with the model or loading. However, you can send your model to us, and we can check the reason for this outcome.
