For people who aren't on the spectrum, when someone makes a comment like that, the context clues should convey to you that what they are communicating is that people are trying to figure out why someone is doing a bunch of photography and videography, what they plan to do with it, what their intentions are, what their purposes are, what their associations are, and who they are.

Unfortunately, he was a law abiding Citizen and did nothing illegal. A Fenced off area with open access during business hours does not equate a non public access location during business hours. A Fenced off area with a closed and locked access gate however does. Proper signage is necessary and can work as well. Government cannot pick or choose if an area is open to the public or not based on the whim of whomever happens to be there at the time. Discrimination is not allowed, so there are standards that Government must meet in order to restrict We The People. Even if it is a Police Station, amd there is an employee parking lot, fenced off where public is not allowed, but there is no signage and the walk in gate is open, The People can just walk in, and it would be unlawful for police to force them out amd tresspass them. In that case, the Police were negligent, and therefore at fault

I've worked on dozens of construction sites and the contractor ALWAYS barricaded the work zone off. Usually with chain link fence. We didn't just wait for people to wander into the work area and then deal with that. That would be an unacceptable liability. I'd be taking a long look at this contractor to see if we have hired a professional. It's only because this is a government facility that this has become an issue. Lack of planning for work site safety is too often the case with bureaucrats.
