My best guess is Ashara told Ned or at least got the word to him. She was a lady-in-waiting to Elia (Rhaegar's wife) so seemingly team Rhaegar and in that inner circle. Her brother Arthur was Rhaegar's closest friend as well , who was eventually stationed at the Tower of Joy. So almost certainly knew of the ToJ , where it was and what was going on there. Ashara also quite familiar, mingled with and seemingly friendly with the Starks per the Tourney at Harrenhal. We know Howland went with Ned to the ToJ and there are strong theories and speculation regarding H + A , who also seemed to certainly met at the Tourney at Harrenhal as well. Ntm , Ashara is from Dorne (where the ToJ was) and from an area of Dorne not insanely far from the likely ToJ location. Quite likely Ashara had even personally been to the ToJ and possibly helped care for Lyanna there and / or a go between of sorts between the ToJ and KL (select few at KL that Rhaegar would want in the know / contact with). Just so much overlap , interconnections , knowledge and familiarity with Ashara and the ToJ / people there (Rhaegar, Lyanna, Arthur) as well as with Ned / Starks and Howland etc. She seems by far the most likely candidate imo.

Wasn't it Willem Darry who tells Ned where to find Lyanna? At Storm's End? The timing/memories here seem deliberately messy/blurry. And the 'matching' Tower below it is called King's Grave.

There is a scene in the show where Ned hears a voice and it might be future-Bran seeing him. How does Bran choose the location he wants to see, if he doesn‘t know himself where the tower is? And how can he see there when there is no wearwood.
