Is this before or after Wong Pak Ming founded Mandarin and Shek and Maka kept Cinema City

Wong founded Mandarin in similar timeframe (90/91), so can't tell before or after. This CCE (Cinema City Enterprise & Cinema Capital Entertainments) was Maka's company, while Cinema City Entertainment (seen from Dragon from Russia) was Shek's.
