There are two types of hesitations: language related and content related. The second one, which most people have even in their own language, doesn't affect your score

One reason people choose to take the IELTS Academic test is because they are planning to study for higher education, such as at a university or college. In this case, admission to a program or courses may be based on the results of the IELTS Academic test. The other one is for immigration purposes

If you can control the fluency at least you can score band 5 up. Moreover, there are other factors for speaking too pronunciation and lexical resources😊.
