Maybe for European borders, but crossing into New York, and therefore the U.S., would still be illegal, unless Dubois and her team each had a legal passport to enter into the country that is just not presented in the movie. I also think that by that point, in a case where there were a few animals from a traveling circus on the loose, it would be within the bounds of the country the circus is in and the circus itself to try and capture/repossess the animals that escaped, not the psycho lady that is stalking animals across country borders for poaching. 😅

In all honestly, everything that Dubois does in her own jurisdiction would probably be brushed under the carpet, as she's technically law enforcement pursuing dangerous animals.... Would probably be a very brave judge who tried to hold her to account for that. Poaching? Yeah, depends on where. She probably has rather broad powers to 'put down' dangerous animals while performing her job. If she were the hero, she'd be a loose cannon cop type.
