Let me just say that I adore this Sonic fangame just for the artstyle and concept alone. Just booting the game and seeing that little intro made me smile.
It really feels like a "What if Sonic Adventure came out to the Playstation 1 instead". I also like that it incorporates some elements from Jet Set Radio, it's great.
But it has some nasty drawbacks that I'll go into now. What I don't like are the controls, or more specifically the default controls. No controller button remap and no stick deadzone and sensitivity adjustment (the later even official Sonic games do not have and it's a constant pet peeve of mine). Fortunately, those I was able to rectify by launching the fangame via Steam and using Controller Configuration from there. Remapped the buttons to RB - Jump, LB - Spin and LS Click - Light Dash.
Second complaint, the "Smart" camera is... jank. The free camera is technically worse off since you can't use the right stick and face buttons at the same time, unless you use the controls I used above. With those and the free camera, it becomes a much better experience.
Finally, the level design for first time play is downright confusing. Legitimately I was lost for about 15 minutes before recording the footage here. There is basically no sense of direction. These are all some major drawbacks that could put off first time players, because underneath all these flaws, there is a vision and solid concept.

“The level design is legitimately confusing” Me, watching you play: HOW DID YOU FIGURE OUT WHERE TO GO AT ALL? It feels like a stealth game route rather than an excellent Sonic level… it’s cool to watch, don’t get me wrong, but you can do great level framing without making it needlessly complex, just look at Doublemoon Villa from Spark 3! It has very great framing and a great sense of exploration to it, but you can still figure out where to go. In fact, we can even use non-Sonic games as a comparison. Hot Lava is a Mirror’s Edge style game with PHENOMENAL framing and level design despite the fact it’s VERY linear.

I think the dev's got his heart in the right place for this one and I can see this really being a hit if they tidy up a few things. I just finished playing the demo a couple of times and some things I noted are: - Rails can be really hard to hit without home attacking them and this leads to parts like 2:36 being a bit of a headache since you can only home attack to a specific piece of them instead of the whole thing. I spent at least 3 minutes trapped here my first time because of this, it shouldn't be easier to cheese this segment than it is to do it legitimately so i'm hoping if they full game has anything like this, they do some fixing here. - Like you said, the level design can be kind of confusing but during my run it was often because I had a hard time distinguishing from what was a death fall and what was actual level since both look kind of similar. Around this same part of the level is a lower path with a bunch of houses and an empty street that has barely anything there to indicate your supposed to be there outside of some rings and a very hard to use grind rail shortcut back up. The death pit at 3:06 is very similar but this does kill you. There's also some pretty strangely placed invisible walls in places that don't feel like they should be where they are. - Sometimes sonic will wind up being slightly in the air even when it looks like he should still be on the ground and this mess up some platforming segments for me as there is usually a pit or slower route waiting for you at the bottom. It's really notable on certain rails that change angle have a jump that you need to make at the end.

On the other hand I love PS1 graphics and this game satisfies my need for a low poly aesthetic even better than that 3D Sonic Rush game at SAGE 2021

I do agree with you on the analog stick being way too sensitive and the level design is really weird, but outside of that the mechanics all feel well put together and fun to play and control (if you change stick settings). Also I’m pretty sure the game manual out right says to use steam for controller support lol.

I really really love this concept and this fan game is just so great. Seeing someone else’s interpretation of 3D-ifying Sonic after the Classic games. It feels like if SEGA went 3rd party after the Saturn was a failure instead of giving it one last try by making the Dreamcast. On top of that it also feels like if SEGA hired some outside studio to develop the PS1 Sonic game instead of Sonic Team or something. It’s still uniquely Sonic, but it’s got a beautiful style all its own. I need to play more of this fan game before I fully commit to this, but I can probably say that Sonic Storm is probably gonna go down as my hands down favorite 3D Sonic game. It’s just so damn good and this is just the tutorial stage! Everything here is just so perfect for me. Awesome video btw!

This is one of the best Sonic fangames i've ever seen... although uhhn.... they turned Tails into a girl for some reason? And she has some weird ass character design i really don't like, besides that i love this fangame (also you might be wondering what im talking about, well i was in an srb2 discord server and someone posted an image of Sonic and Tails from Sonic Storm in one of the channels and that is how i know about it, it is weird)

Most low poly Sonic attemps don't quite pull it off for me because the devs focus way too much on the visual aspect and totally ignore the stuff that is related to performance. The game is way too fast and complex, the levels are way too big and that draw distance is insane for mid and late 90s standards.
