Tommy Vercetti is a former member of the Forelli Crime Family in Liberty City. Portrayed as a temperamental Italian-American mobster, Tommy is released in 1986 after serving a 15-year prison sentence for murder, and resumes work in Vice City, a fictional city based on Miami. Had he been arrested after the events of GTA: Vice City, these are the criminal charges he would have faced.

I know this is the bare minimum required missions but I feel you should include the "main" side-missions like the Cuban, Haitian, Bikers and Avery missions which are considered canon, there he blows up a construction site, blows up a drug plant, successfully incites a gang war, purposefully goes on a rampage against law enforcement and so on.

What about all the stuff Tommy did for the bikers, the film missions and the love fist missions, Avery’s missions, the Haitian missions, the hitman missions, and the Cuban missions, you need to complete all of those to get the final mission to play afterall

In fact you don't need to complete these missions. You have to do Ken Rosenberg's missions, Cortez's missions except the last one, Diaz's missions, the protection ring missions and you have to make six companies profitable including the Print Works(which five other companies you choose it depends on your choice ). You can do all missions of Umberto, Avery Carrington, Auntie Poulet, Love Fist, Mitch Baker, Phil Cassidy, the payphone missions and the final mission of Cortez after you dealt with Sonny and Lance.

I think that the Haitian missions won't count: the aunty drugged Tommy to do those crimes. According to the video, Cinema cop got The typography (required), Malibu club, Ice cream shop, the boat shop (probably) and the car dealership. He didn't get the film studio, taxi company and the strip club (no crime in there anyway, just pay the stripper). If we didn't see missions from the film studio or the taxi company, I bet he got the strip club.
