Mixing water in until workable is too much water and results in weak concrete. Add a little plasticizer and it will become workable with much less water and therefore much stronger. This error is typical in untrained cement workers not just internationally and causes long term quality problems.

Depends on the person I've done concrete for 20 years and never had problems until I wore gloves. The gloves trap the concrete on your skin instead of being able to wash them off. When it's dry it's less an issue than wet and the moisture activates the chemicals.
