It's probably just a limitation of the decade+ engine they've been using. They'd likely have to recode everything to a new engine or put in more work than it's worth compared to making a brand new game. TL;DR: time and money.

It was like that since one tamriel that introduced scaling. Though, even before it was easy, you were just lock from other maps until you hit the specific level. Yes, enjoy with it without companions. Unless you intend to take on world bosses - doing just quests is very easy mode.

Like the other guy said, if you want to prove something (to yourself or to others), the majority of dungeons are quite hard. Dungeons meant to be played with a group actually.

Dungeon dlcs have always been seperate.

Its has always been separate since they started doing year long stories right whem summerset came out so its always dlc dungeons in the first and last months of the year while the zone dlcs come out in between

the 4 person dungeons are a DLC that starts the year off, then you get the prologue for free that's a little teaser, then the chapter releases that has a zone which has a bunch of soloable "delves" (just in case you're confused about the difference between a dungeon and a delve. New equipment comes with both the dungeon DLC and the Chapter release

After doing pve content once that’s it it gets boring you are just doing the same thing over and over. With pvp at least its a dynamic environment the experience is different every time.

ESO is a long-running, regularly updated MMO. It is my favorite MMO because it is very solo friendly. Of course there are dungeons and bosses designed for groups but you can play most of the game including all of the story and maps solo.
