It isn’t incomplete but it isn’t anywhere beast perfected. A perfected bankai takes at least ten years of training while Ikkaku pretty much did nothing more than learn it so while it’s complete it isn’t perfected

Captain level is a wonky statement but even at bare minimum I wouldn't say ikkaku is there just yet, as aside from his bankai being pretty weak and unversatile, he doesn't have the mindset to be a captain.

Well, Ikkaku is second only to Zaraki in Squad 11 (Yachiru is liutenant mostly because she's Kenny's not!daughter, although she IS strong). And the reason he doesn't want to show it off yet is because he's not used to it (just like Renji) and it's too soon to present it to his captain. Plus Zaraki is a psycho and if he finds out Ikkaku's got himself a Bankai, well, let's just say bad things are gonna come his way before he can deal with it.
