Spiral/Curly I-Cord

So slide every time u finish a row. Two rows w 3 rd st slipped, 1 row knit. Every third row knit. Is this correct?

Should I still slip one stitches each row if I'm knitting 10-12 stitches in the round?

I saw this sort of thing used in another project - someone making a victorian-style hair-do wig/hat out of yarn - and I'd love to take just the curls and use them as clip-ins or to make fascinators. :D I'm hoping this will work ok on normal needles, as I don't have double-ended ones. x
