You're joking right? In this weekend's super 15 comp, two blokes were yellow carded just for tackling a player and taking him past the horizontal. Standards of refereeing apply equally to the XV and 7s forms of the game.

don't be silly. Warning at most 15s is not 7s people are moving at 100 miles an hour much much harder to tackle properly.

Whilst it maybe harder to control tackles in 7s, surely that should push for people to edge on the side of caution instead of being shown the benefit of the doubt because of 'lack of intent'. In terms of very dangerous tackles, which the above video shows, intent should not come in to it at all.
