Whatever became of the illegal gravel? Is the alley owned by the city or a housing community/development? Maybe try to see if the appropriate council will pave it?

Public alley. No chance of getting it paved. That;s the guy raking the illegal gravel. Put down without a proper city permit but our city hasn't done anything about it.

He shouldn't be necessary sick, the obsession is most powerful then him...
