Back during the Dan Ryan reconstruction project, the state police leased photo enforcement vans to the tune of about 1 million per year. They were manned by a state trooper, and in order to legally use these vans in construction zones, a sign had to warn drivers. These signs were set up by the state trooper manning the photo van. There were many boxes that had to be checked off before the $380 or $400 ticket was issued, if I remember correctly. It was a mandatory court date, as well. If the vehicle was registered to a man, and the driver in the photo was a woman driving,it would be tossed out, and vice versa. If there was another vehicle next to the speeder, it would be tossed, even though the equipment knew which one was speeding. I remember vividly seeing a photo of an off duty Chicago police officer, in uniform, getting his picture taken for speeding, and there was no way to delete anyone’s picture/ticket. Then after a short time, state troopers complained that it was unsafe to put out the “speed photo enforcement “ sign, and that ended the speed camera van! So someone had a good idea of having the barricade closure contractors, install the speed enforcement signs to all their equipment, whether there was a photo van used, or not. That’s why you see these construction signs with the “ speed photo enforcement “, and no speed van’s in sight. So those leased van’s sat in my Idot garage facility for years, without use, and the company leasing them to the state, still collecting their money. 💴 After about 2-3 years of sitting in our facility, they were picked up, and never seen again. And that’s the rest of the story.

This isnt news. I live downstate and everyone here knows those signs are a joke. The rumor was the vans were alin chicago and they had one in Springfield. Makes sense because ive never seen one.
