Seems just a bit over sensitive like the rudder on almost every default airplane.

How do i know the aircraft is reached 2400 feet away from airport ?

That is the visibility in feet. The ATIS/ATC/ASOS (one of those) will give you the visibility. That visibility is required for landing.
