If there was only HCl with no water would Cl- be deprotonating or would the amine reagent act as a base and deprotonate?

Why does this mechanism even happen. Wouldn't the amine get consumed by the acid and lose its nucleophilicity

A weak acid is typically used for this reaction (pka 4-5) so the amine shouldn’t get protonated, only the O will get protonated to a water molecule to form a good leaving group
