So a funny thing about the reason you can't swap against the Starmobiles - it's not Set Mode, it's the game changing the stats of the last Pokemon to turn them into the Starmobile. They're not actually forms or anything, they're just the Pokemon you just KOed with changed stats and moves. Really, really weird.

I mean, in Violet you fight Miraidon with your Miraidon, who does not resist Power Gem, so it might be possible. I will say, I have a much higher opinion of Gen 9 then you seem to, I feel like they actually took to heart all the complaints people had about gen 8 not being ambitious enough and tried to do something new and different. Obviously they didn't do an amazing job of it, but I admire them the effort, and at least the actual pokemon battling part is solid, many of the changes were good, the new pokemon are overall better, and the core mechanic of the generation didn't get banned from competitive singles. But still, it's really dumb that they removed Set mode.

Regarding escaping switch mode at the star bases, why not use self destruct type moves on the first two Pokémon. With your Pokémon fainted, you wouldn’t have an active Pokémon out, so, per your ruleset, you could navigate to the next Pokémon.
