More like they’re just throwing numbers at the wall for every Zenkai and hoping it sticks. They’re at least a bit more consistent now than when they made Scouter Vegeta’s Zenkai then SSJ2 Gohan’s Zenkai, but seeing some Zenkais fall flat even after four years is a bit disappointing every time.
