They are in an inescapable prison (or so they think). Being allowed to dream means they can mentally escape from the walls, allows them to imagine being free/happy. It is something that the prison wants to control just as they control them physically.

2151 is the wrong year that the movie was portrayed, it is actually in the year 2017. the movie was made in 1992 making the year 2017 a futuristic possibility.

Correct you are, I read the whole plot for the movie and it states 2017 in the first sentence and nowhere does it ever mention 2151. I have to wonder where KZbinr got that from.
