Using "in" with "picture" is similar to using "in" with a container, because a picture can be seen as a physical space that contains objects, people, or scenery. So, we use "in" to refer to things inside the picture, just like we would use "in" with a container to refer to things inside it. On the other hand, we say "on the picture" when we are referring to something that is physically on top of the image or written on the surface of the picture. For example, "There is a signature on the picture."

Thanks for the kind note and question. While 402 is the apartment number, an apartment is still something like a container or something with borders/limits. Just like a building. Even though we are giving the specific number, it's still a specific 'container' or apartment inside the building. I hope this helps.

Thanks for the question. I've heard both used and for many English speakers there may be little to no difference. However, one could also use "on Excel" to describe creating the Excel program while working "in Excel" is to use the program.

It also depends on whether you are talking about a political place or a geographical place. It is "in Iceland" if you mean the country, but "on Iceland" if you mean the geographical island. So, have you arrived in Iceland or on Iceland? They are both correct, but have different meanings.

Thanks for the question. To be "in Wall Street" may be a reference to a profession, not a location. Without the full context I cannot be sure. If a ball is in the street, it means it's directly in the middle of the street and could be hit by a car. Typically someone doesn't stand 'in' the street because it's dangerous. I hope this helps.
