So when the electrode arc's across to the surface being machined, does it reduce down? And does that affect the accuracy of the machining?

Yes, the machine has an accurate feedback circuit that allows the controller to progressively move the electrode down to its stop point, in this case it has to go 15mm down then stop. the dielectric oil is for flushing and insulation.

Its for plunging cavities into steel or aluminum, usually cavities that would be hard to machine on conversational tools when you do not have a CNC center. Likewise it works on extremely hard metals too, like burning blind splines into an impact socket for example.

I have seen but never used a wire-cut EDM, same concept but different mechanics. this one uses a solid copper or graphite electrode to plunge a cavity into things. modern CNC ones can also move the table and head indpendantly to create cavities inside very hard materials that you would not normally machine. imagine burning helical blind splines into a piece of steel as hard as an impact socket for an air wrench?
