Generally, it's a way for producers and presenters to make more money by hiring non-union performers, stage managers, and other professionals, while often charging ticket prices just as high as they do for more expensive, fully union productions. There are pros and cons to the practice, as it does allow some shows to be seen more widely than they otherwise would be, when a union tour would be prohibitively expensive, especially going to smaller towns. It also allows usually younger, less experienced performers to play in shows, before those performers advance to being able to join Actor's Equity and make a living as union professionals. One frequent weakness in such productions is portrayals of older characters, when those roles are played by much younger actors. Whenever possible, it's better to see an Equity tour, and good to ask the theater/presenting organization whether a tour is an Equity(union) one or not.
