One thing I've noticed, even though Vegeta is not saying anything, is that he's still not friends with the Z Fighters at this point. He's still showing up for support while Goku is dealing with his heart virus he showed up at kami's house. He's been mostly quiet, and Cell sure didn't waste any time he was like that in the anime, but he absorbed 17 really quickly, no bullshiting around. And I love hearing Piccolo's strategy his strategic movement in a way he's the Batman of Dragon Ball Z. And seeing Piccolo's smile once him and Gohan finish their training and exited out of the hypethetic Time Chamber tells you all you need to know.

For a what-if story, this is really just Piccolo having a far more involved role more than a what-if. However, i believe Piccolo would have been as strong as Goku by the end, and Goku would be as strong as he was around the cell games, but if he went in with vegeta and they actually worked together? Every time they worked together the enemy got smoked in the show. (DBZ/GT the shows that matter not DBS)
