Giving 1 lack per graduate per year is simply illogical. It will cost more than the complete investment current government makes on infrastructure ( which is huge) and since congress has the record of being irresponsible with making place for such schemes in the budget and instead relying on reserves, I am sorry but we are looking at a state no diffrent than Sri Lanka if this schemes lasts more than 7 years.
