This is really the most important point, i too have experienced cold in my warmest jacket due to air entering from sleeves in windy conditions, this is just because of not trapping the air properly which usually happens due to the fit of the jacket So true 👍

Can I wear a waist belt over my jacket? Will it trap the air

If your jacket is loose, the waist belt still wouldn't be too effective because cold air will continue to enter from the neck area / sleeves. There will also be a lot of room within the jacket for the air to soon turn into the ambient temperature. Ideally, all your layers must have a snug fit.
