Don't understand why?! Maybe because 90% of the time you're going after the wrong people while the real bad guys slip through the cracks and get badder and badder until that one day you happen to be the guy who initiated a traffic stop on what obviously had become a monster over time... not that cops fault, it is the justice system as a whole that got him killed.
