There could be many reasons why the facilities haven't been adapted: one could be that the carriages will be out of commission during retrofitting costing money and could be waiting on a specific maintenance schedule, and a second could be that there are practical engineering reasons why retrofitting can't be done while preserving the historic fittings of the train. I guess a third reason might be there hasn't been too much pressure to make the upgrades. While all new rail stock must have collection tanks there are still some UK rail lines that have yet to completely modernise all of their stock having some trains over 40 years old.
