Why are you calling it " Great Bath " -- a term used by ignorant westerners ? We know the ancient tradition of having " Pushkaras " and " Pushkarinis " near all Temples and " teerthas " . There should not be any question about some " rituals " . Second , we also have ancient tradition of construction and maintenance of water reservoirs . In Gujarat itself Giranar reservoir was built by Samrat Ashok in 3rd century BC . About maintenance and care , go to Mahabharata . There were strict rules for their maintenance and upkeep . Mahabharata also give details of a journey undertaken by Balaram . He started from DWARKA and visited many " teerthas " on way to Hastinapur .

These tank may be salt pan because from saraswati river to Dholavira you would see that salt production was the main business and from this river to sindhusagar sea trade also done with another country's. And since that period salt producer people Agari or agray both ruled and make command on iton trade.
